we need an easy way to apply whole site discount with ability to exclude specific products or categories

Regarding this feature - you can assign global discounts to groups. This is already a built-in feature of discounts.

I like the idea of this with one request. Please allow the site-wide setting to also be segmented by user groups. So because we have different pricing levels for group A and group B... we may like to add a site-wide discount of X% for group A and Y% for group B
