Only show this error if the transaction was good the first time. Customers at times put in the incorrect information the first time and it doesn't go through, and then they retry. And they get the Duplicate transaction error. This confuses the customer because now they think their first attempt might have went through. And they don't have a clue how long they have to wait to try again.
